Prosecutors and Police in Yilan Arrest Suspect in Luodong Shooting Incident; Detention Approved

On the evening of July 3, 2024, at approximately 10 PM, a shooting occurred at a restaurant on Section 3, Chun-Jing Road, Luodong Township, Yilan County. Upon receiving the report, our office immediately assigned Prosecutor Zeng Shang-Lin to lead the investigation, directing the Luodong Branch of the Yilan County Police Department to apprehend the suspect, a man surnamed Ling. After several days of intensive investigation by the special task force, Ling was apprehended at a hotel in Xinfeng Township, Hsinchu County, on the afternoon of July 21. Authorities seized a standard-issue handgun and nine bullets from Ling.
Ling had been dissatisfied due to a debt dispute with the victim, a man surnamed Chen. On the night of July 3, at around 10 PM, Ling carried a standard-issue handgun and 14 bullets to the restaurant. Despite knowing that the restaurant and the adjacent road were public places accessible to the public, Ling stood by the roadside and fired five shots toward the restaurant and the victim, causing Chen to suffer a leg fracture and an open fracture, before fleeing the scene.
Following the interrogation, the prosecutor charged Ling with multiple offenses under the Firearms, Ammunition, and Knives Control Act, including unauthorized possession of a standard-issue handgun, unauthorized possession of bullets, and firing a handgun in public places. Additionally, Ling was charged with intimidation under Article 305 of the Criminal Code. Given the severity of the charges, the risk of evidence tampering, collusion, and flight, the prosecutor requested Ling's detention without visitation rights, which the court approved on the evening of July 22.

Our office and the judicial police teams within our jurisdiction are committed to thoroughly investigating these cases to ensure public safety and well-being. Unauthorized possession and discharge of firearms in public places are punishable by a minimum of seven years in prison. The public is urged not to break the law.
