The Yilan District Prosecutors Office convened the “2025 Yilan Regional Prosecutors–Police Coordination Meeting” on the afternoon of December 4 at the auditorium of the Yilan County Police Bureau. Prosecutor Huang He-cun of the Taiwan High Prosecutors Office and Presiding Judge Huang Yung-sheng of the Yilan District Court attended the meeting to provide guidance.

The conference was presided over by Chief Prosecutor Wang Yi-wen and attended by Yilan County Police Chief Liu Jiong-hsuan, division chiefs and deputy chiefs, Director Wang Chong-yang of the Investigation Bureau’s Yilan Field Office, Director Tsai Yao-yi of the Northern Mobile Task Force, Deputy Director Lin Chung-yi of the Yilan County Government Ethics Department, as well as representatives from the police, Investigation Bureau, government ethics units, military police, immigration, Coast Guard and Coastal Patrol, and customs agencies. The meeting served as a platform for participating agencies to exchange views on strengthening enforcement capacity and advancing cross-agency cooperation.

Chief Prosecutor Wang expressed appreciation for the collective efforts of prosecutorial and police units over the past year, noting the steady development of a robust security network through close inter-agency coordination. While the Yilan region achieved notable investigative results in narcotics, human trafficking, and fraud cases in 2024, fraud remains the most frequent criminal offense, indicating that anti-fraud efforts continue to face significant challenges. Wang emphasized the importance of enhancing public awareness to prevent victimization, in addition to sustaining vigorous enforcement actions.

Chief Prosecutor Wang further stated that the 2025 Local Public Officials Election, scheduled for November 28, 2025, necessitates early preparations by all judicial and law-enforcement agencies. Priority tasks include the investigation of vote-buying, the prevention of unlawful election interference, and, in particular, three core objectives:

  1. Preventing election gambling,

  2. Curbing the dissemination of disinformation, and

  3. Countering foreign interference in the electoral process.
    Wang underscored that, given the current international environment, prosecutors and police must conduct election-related investigations in an impartial and just manner to ensure electoral integrity and reinforce the foundations of democratic governance.

In his remarks, Prosecutor Huang He-cun commended the Yilan prosecutorial and police units for their sustained efforts in maintaining public security. He stated that anti-fraud initiatives and election oversight will constitute the two principal areas of focus in the coming year and encouraged all agencies to continue enhancing coordination and demonstrating tangible results to the public.

During the meeting, Chief Prosecutor Chen Yi-long of the Yilan District Prosecutors Office, Chief Chen Jen-chia of the Yilan County Criminal Investigation Corps, and Specialist Chien Chih-chang of the Investigation Bureau’s Yilan Field Office presented reports on the past year’s achievements and future strategic plans. Participants also engaged in discussions on improving case-file transmission procedures and strengthening prosecutorial–police information-sharing mechanisms, reaching multiple consensus agreements.

This coordination meeting further consolidated cross-agency cooperation frameworks and enhanced operational efficiency. The Yilan District Prosecutors Office will continue to collaborate closely with partner agencies to fully implement the “Five Crackdowns and Seven Safeguards” policy and to carry out election oversight responsibilities for the 2025 local elections, thereby contributing to the maintenance of a safe, stable, and secure environment for the residents of Yilan.
